Mayor Mamdani’s New York

 By Daniel Rose

Mayor Zohran Mamdani has been awarded by a huge outpouring of our voters the leadership of a uniquely complex urban metropolis, and the challenges he faces today in guiding it constructively are profound.

The municipal government’s current precarious financial position — due largely to improvidence of Mayor Mamdani’s immediately-preceding mayoral administrations of Bill de Blasio (2014-2021) and Eric L.  Adams (2022-2025) (with budget deficits averaging some 10% per annum for years) — have left our vibrant, thriving city in poor fiscal condition.

Mayor Mamdani is faced with a currently projected budget shortfall of $ 5.4 Billion that he legally must deal with by the time his proposed spending plans take effect on July 1st.  He therefore will be forced to make painful compromises and to establish spending priorities that run counter both to his previously announced plans and to his own personal convictions, values and beliefs.

N.Y. State Governor Kathy Hochul has committed to advancing  $ $ 1.7 Billion in State funds to help the Mayor achieve his desired expansion of childcare, and Gov. Hochul has also agreed to provide the city with another $ 1.5 Billion in aid to assist the city with other municipal services.

This week the Mayor has reiterated his statement that an increase in real estate property taxes (which the Mayor decides) would only be a “prospect of the last resort” to deal with the budget deficit.

As of today, New York in most respects out-performs other major U.S. cities and foreign civic centers.  Looming cash shortfalls — due to factors such as the costs of imminent pay raises for the city’s unionized work force — will strain an already tight budget.

How Mayor Mamdani will deal with these dilemmas remains to be seen.  His campaign talks proposed a $ 30-dollar-an-hour minimum wage — more than most city workers make today — and he has championed striking nurses who won a pay hike higher than what city local union members typically receive.

We wish the Mayor well.  His intentions are noble — the harsh realities of pragmatic facts of life may prevent their fulfillment.
